A. ROLL CALL: Ms. Anderson – Chairperson, Ms. Watchus – Commissioner, Ms. Madigan – Vice Chairperson, , Ms. Geary – Commissioner, Mr. Scrivner – Commissioner, Mr. Blackburn, Commissioner. Secretary/Staff: Shyanne Schull – Interim Director, Kern County Animal Services Bryan Walters – County Counsel

B. ITEMS CONTINUED FROM SPECIAL MEETING ON OCTOBER 14, 2013:

1. Whether County should receive City Animals, and whether there should be an exchange agreement between City and County. APPROVE RECOMMENDATION TO BOARD OF SUPERVISORS AS DRAFTED BY COUNTY COUNSEL.

2. How animals should be identified – by the location where the animal is found or by the residence reflected on the ID, utility bill, or proof of residency presented by the individual turning in an animal. APPROVE RECOMMENDATION TO BOARD OF SUPERVISORS AS DRAFTED BY COUNTY COUNSEL.

3. Whether Identification or proof of residency should be required to turn in an animal.

APPROVE RECOMMENDATION TO BOARD OF SUPERVISORS AS DRAFTED BY COUNTY COUNSEL.

Any supporting documentation that relates to an agenda item for an open session of any regular meeting that is distributed after the agenda is posted and prior to the meeting will also be available for review at the same location. C. PUBLIC PRESENTATIONS: This portion of the meeting is reserved for persons to address the Commission on any matter not on this agenda but under the jurisdiction of the Commission. Commissioners may respond briefly to statements made or questions posed. They may ask a question for clarification, make a referral to staff for factual information or request staff to report back to the Commission at a later meeting. Also, the Commission may act to direct the staff to place a matter of business on a future agenda. Please state your name and address for the record before making your presentation.
