Frazier Park Elementary School PTSO is given a room on school grounds and conducts a wide variety of activities for the school, including raising money on campus from parents, children and businesses. But the officers of the PTSO refused to show their bylaws to those who had donated to the group. In December 2014 school district administrators said they would produce no bylaws for the group, no minutes from their meetings and no financial records. Those are public records under the terms of the California Public Records Act if they were in the district’s files. Transparency in such matters maintains public trust.
