Notice of Public Hearing to Review and Approve the County of Kern’s Consolidated Annual Performance and Evaluation Report (CAPER) for FY 2012-13

On September 17, 2013, the County of Kern Board of Supervisors will conduct a public hearing to give the residents of the County the opportunity to comment on the County’s performance from July 1, 2012, to June 30, 2013, in carrying out the three federal programs: the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), and Emergency Solutions Grant (ESG) Programs. This report also summarizes the results of three federal stimulus programs carried out under the Housing and Economic Recovery Act of 2008 (HERA), American Recovery and Reinvestment Act of 2009 (ARRA), and Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010, specifically the Neighborhood Stabilization Program (NSP1 and NSP3) and Homelessness Prevention and Rapid Re-Housing Program (HPRP). Subsequent to the hearing, the Board of Supervisors will be asked to approve the CAPER and authorize the Planning and Community Development (PCD) Department to submit the CAPER to the U.S. Department of Housing and Urban Development (HUD). All written and oral comments received by the end of the public hearing will be submitted to HUD with the approved CAPER.

The Draft CAPER will be available by August 26, 2013, for review at: the Planning and Community Development Department (address below); the County Administrative Center (General Services Division 3rd Floor, 1115 Truxtun Ave., Bakersfield); the County Regional Centers in the communities of Lamont, Taft, Lake Isabella, Mojave, Ridgecrest, Delano, and Shafter; the Beale Memorial Library (701 Truxtun Ave., Bakersfield); and at the following website: http://www.kerncounty.com/cd/.
