• The Third Annual Mountain Youth Photo Contest is open for submissions through today. This is the deadline. Entries will be accepted in three age categories: 6–10, 11–14 and 15–18. • Free ATV Safety Classes are being offered at Hungry Valley State Park every third Saturday beginning today for kids ages 6–17. For information email HungryValleyASITraining@gmail.com.

• Wind Wolves Preserve’s Spring Nature Festival starts today with activities including nature hikes, tours, demonstrations and more. Activities run from 7 a.m.–9 p.m., some require preregistration. • Major changes to residential electric rates are planned that will affect your monthly bill. The California Public Utilities Commission (CPUC) is holding a community forum about electric rate reform, 5 p.m. at the Kern County Administrative Center, 1115 Truxtun Ave., First Floor, Board Chambers, Bakersfield.
