Charles ‘Chuck’ Mullen arrived to speak before the board of the El Tejon Unified School District (ETUSD) at 9 a.m. sharp on Tuesday, Oct. 4. The former teacher, coach and union leader had been serving as the acting interim principal for Frazier Park Elementary School since last year.

Although school district personnel actions are cloaked in secrecy, the first special meeting agenda item for the closed session of the board that morning was “Public employee discipline/dismissal/release.” California’s Ralph M.
