OpEd: $500,000 in No-Bid PMC Contracts May Lead to Multi-Million Dollar Loans Without Consulting Homeowners

This Saturday, the Pine Mountain Club Property Owners Association Board of Directors has a resolution on its agenda to award a sole source contract of $357,800 plus 10% contingency— with no competitive bids.

The recipient is to be Gwynne Pugh, an architect who owns Urban Studio in Santa Monica. PMCPOA accounting manager Beth Blackmon said Pugh has already been paid $115,681.28 in earlier no-bid, sole source arrangements.
