Helen Henry of the Fairmont area took this photo April 1 from her home 4 miles from Antelope Valley Solar Ranch 1 at Highway 138 and 170th West. She said she saw one water truck, and that the company’s dust control strategy is clearly not working. L.A. County Supervisor Antonovich’s field deputy Norm Hickling said, “We’ll address this now,” on Monday, April 2. On Tuesday Henry said she saw no improvement.
